- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91QF6-10-T-0018 and shall be used to reference any written quote provided under this request for quotes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. This is a 100% Small Business Set-Aside acquisition for Fed Biz Ops. The North American Industry Classification System (NAICS) code for this procurement is 562119 with a small business size standard of $12.5 million. The Fort George G. Meade Directorate of Contracting intends to award a firm fixed price contract for the following requirement: NATURAL WOOD AND YARD WASTE DISPOSAL The Contractor shall receive non-contaminated yard and wood waste from Fort George G. Meade. 30 CUBIC YARD ROLL-OFF TRUCK ONLY. Base year period of performance (P.O.P) is 01 May 2010 - 30 April 2011, with four option years. There is an estimated quantity of 200 trips to the Contractor's designated dumpsite each year; however, THE CONTRACTOR WILL BE PAID FOR ACTUAL QUANTITY OF TRIPS only. The dumpsite location must be within twenty miles of Fort George G. Meade. The Contractor must be authorized by the state of Maryland Department of the Environment and provide appropriate permit number. Option Year 1 - P.O.P is 01 May 2011 - 30 April 2012 Option Year 2 - P.O.P is 01 May 2012 - 30 April 2013 Option Year 3 - P.O.P is 01 May 2013 - 30 April 2014 Option Year 4 - P.O.P is 01 May 2014 - 30 April 2015 Please fill in the dollar amounts for each unit price (per trip), as well as the subsequent annual net amounts and overall total amount in the blanks below. A contract will be awarded based on the lowest price technically acceptable. The U.S. Government reserves the right to cancel this combined synopsis/solicitation. The contractor must also either be registered in the U.S. Governments Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ or must submit a completed Offeror Representations and Certifications - Commercial Items (FAR 52.212-3) with each quote. A copy of the FAR 52.212-3 clause is attached for contractors to fill out completely if necessary. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment requests electronically using Wide Area Workflow (WAWF). The WAWF website is located at https://wawf.eb.mil. There is no charge to use WAWF. Contractors must register to use WAWF at this website and ensure an electronic business point of contact (POC) is designated in the Central Contractor Registration (CCR) site at http://www.ccr.gov within ten (10) calendar days after award of this contract.
