Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with Atemar S.A. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. This notice represents the only official notice. Proposed vendor shall provide two qualified scientist for inclusion in the field party for the right whale survey, which will take place for up to 42 days approximately 14th July to 24th August 2010, exact dates will be determined by June 1st 2010. In August 2010, the Alaska Fisheries Science Center will conduct a research cruise in the southeastern Bering Sea, leaving from Dutch Harbor aboard a charter vessel and ending in Nome. This cruise will attempt to locate right whales using visual and acoustic techniques, and animals will be photographed and biopsy sampled whenever possible. In addition, satellite tags will be attached to right whales and also to humpback and fin whales. It is essential that the primary scientific staff for this cruise have extensive experience in working with large whale photo-id, biopsy sampling and satellite tagging, and with the protocols involved in this kind of survey. Atemar S.A. has completed similar work on three other federal studies of large whales. They have been involved in extremely specialized satellite tagging projects in both the West Indies and Alaska, given the protocols and methods used in previous projects were identical to those employed in the current project, it is important that these experienced individuals be contracted to maximize the efficiency of the sampling on the right whale cruise. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately July 1, 2010 thru Oct 1, 2010 with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Atemar S.A. can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
