Description
The pre-solicitation number for utilities privatization at Edwards AFB is FA9301-10-R-0011. This is a pre-solicitation notice for the privatization of utility systems at Edwards AFB. A solicitation notice with all applicable attachments is to follow. The Contracting Office, Edwards AFB, California plans to offer the privatization of utility systems (electric, natural gas, water, and wastewater) at Edwards AFB, California located primarily within Kern County, approximately 100 miles northeast of Los Angeles, California. Privatization is defined as the transfer of ownership and responsibility for environmental compliance, operation, maintenance, repair, future upgrades and future utility system replacements. The conveyance of the utility distribution systems is authorized and conducted under 10 USC 2688. The statute requires that privatization must reduce the Air Force's life-cycle costs for operating and maintaining utility systems and services. All privatization projects will be supported by an economic analysis based on accepted life-cycle costing procedures that demonstrate the long-term economic benefit and reduced long-term costs. If the economic analysis determines that privatization is uneconomical, a contract will not be awarded, and proposal costs will not be paid. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation and any other incidental services for the complete ownership, operation, maintenance, repair, upgrades and improvements to these utility systems. North American Industry Classification Codes of 221122 (Electric Power Distribution), 221210 (Natural Gas Distribution), 221310 (Water Supply Systems) and 221321 (Sewer Treatment Facilities) apply. The Federal Acquisition Regulation (FAR) and its supplements apply to this procurement. The Contractor(s) will be required to manage, control and perform its operations, maintenance, repairs, replacements and incidentals of its utility system(s) to provide firm, reliable and dependable utility service to each Government or tenant connection within the service area 24 hours each and every day. The utility systems will be conveyed by way of a Bill of Sale upon award of contract(s) and real property interests will be granted in the form of a Right-of-Way. The Contractor(s) proposal and plans may become a part of the contract upon decision to award. The Government anticipates awarding a Fixed-Price with Prospective Price Redetermination Utility Services Contract(s) for a term of 50 years to the Best Value offeror(s). The ability to award individual systems to individual firms will exist. This requirement is unrestricted. All responsible sources may submit an offer that will be considered. To be eligible for award, a firm must be registered in the DOD Central Contractor Registration (CCR). You may register via the internet at http://www.ccr.gov. Large businesses are required to submit a subcontracting plan that meets the requirements of FAR 52.219-9. The request for proposal will be available by downloading from the FedBizOps Internet site-no paper copies or CD's will be provided. Interested parties are required to self-register their firm or office on the website. It is the proposer's responsibility to check the website for amendments and other information related to the request for proposal. Proposals shall be submitted by mail or hand carried in accordance with the time, date and location specified in Block 9 of the SF33.
