Description

Solicitation Number GS-03P-10CD-C-0032 has been moved to this location under the number GS-03P-10CD-C-0032A. (all terms remain the same) The United States General Services Administration has a requirement for the selection of a quality contractor for the Roof Replacement and Façade Repairs at the Social Security Administration Data Operations Center, 1150 East Mountain Drive, Wilkes Barre, PA. The successful contractor will provide all management, supervision, labor, supplies, and equipment, and shall plan, schedule, coordinate, and assure effective performance of all construction work. The contractor's personnel will be required to obtain security clearances prior to working on this project. The period of performance for this project is one hundred and twenty (120) days. The estimated cost of construction is between $1,000,000.00 and $5,000,000.00. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code applicable to this project is 238160. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). IAW FAR 15.101-1, the trade-off process under the best value continuum will be used. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The technical evaluation factors for the evaluation process are, in descending order of importance: 1.Past Performance Experience 2. Key Personnel Qualifications 3. Small Business Subcontracting Plan. For this procurement, technical evaluation factors when combined are approximately equal to price. The proposal providing the best value to the Government, price and technical factors considered shall be accepted. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Solicitation (RFP) will only be available electronically. The solicitation (specifications, drawings, clauses and bid forms) can only be obtained through FedBizOpps.
