- The Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL intends to issue a sole source purchase order to Rescue Systems Incorporated (RSI), 6520 Virginia Avenue, Bassett, VA 24055 for the acquisition of 80 Haul Safe Hoisting Systems, 60 Rescue Sling, & 140 Rescue Pulley. This acquisition is unsuitable for full and open competition for the following reasons. The Haul-Safe System from Rescue Systems Inc. is the only system available that meets all of the required Safety Standards and System Requirements. This is the only Extraction System that is compatible with current U.S. Navy ship configurations. This system met or exceeds all pertinent standards and specifications. The system also proved to be the most reliable, safest, and easiest to use. The Navy has been installing these systems on all U.S. Navy vessels since 2002. In order to continue to provide the Navy with the safest available extraction system it will be necessary to procure the Haul-Safe system, Rescue Sling, & Rescue Pulley from Rescue Systems Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The North American Industry Classification System Code (NAICS) is 339999, and the FSC Code is 4240, and the small business size standard is 500 employees. Delivery will be to the Naval Support Activity, Panama City Receiving Officer, 101 Vernon Ave., Panama City, FL 32407. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database.
