Description
The Mission and Installation Contracting Command Center-Knox intends to issue a request for proposals (RFP) to provide long term, off-post lodging, for Joint Base Lewis-McChord (JBLM), Washington. The contractor shall be required to furnish all facilities, furniture, equipment, supplies, management, supervision, and labor. Lodging services shall be provided daily, to include weekends and holidays. Daily services shall meet the following minimum requirements: Single and double occupancy hotel rooms no less than 230 square feet, complimentary parking, and on-site laundry facility. Guest rooms shall be compliant with all commercial standards, Occupactional Safety and Health Administration (OSHA), and Americans with Disabilities Act (ADA). Each guest room shall contain a microwave and refrigerator, and all amenities normally provided to other paying guests. Lodging facility/hotel shall be located no more than 20.0 miles, as mapped on MapQuest, from the JBLM main gate located at I 5 & 41st Division Drive, Tacoma, Washington. The Government estimates the following number of rooms to be needed. The day to day requirements may change based on mission needs. October May, and September estimated average of 52 rooms per day; maximum of 60 rooms per day. June and July estimated average of 645 rooms per day; maximum of 750 rooms per day. August estimated average of 77 rooms per day; maximum of 120 rooms per day. The contractor shall ensure sufficient rooms are reserved daily to fulfill the requirements of its contract. The contractor shall not lodge guests in a non-contract hotel without prior written approval of the Contracting Officers Representative (COR) and the Contracting Officer. The government anticipates this acquisition will result in multiple contracts. Each contract will be firm fixed price, Indefinite Delivery-Indefinite Quantity (ID/IQ). The number of contracts to be awarded depends in large part on the number of rooms guaranteed to be committed by each offeror. In determining the number of rooms it can commit to its contract, contractors shall pay close attention to the estimated number of rooms required, particularly during summer surge. The appropriate NAICS code is 721110 with a size standard of $7,000.000.00. This acquisition is unrestricted; all responsible sources may submit a proposal(s). The RFP will be posted to the Mission and Installation Contracting Command Center Fort Knox homepage at http://doc.knox.army.mil on or about 24 May 2010 with proposals due on or about 23 June 2010. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are cautioned to check the website periodically for amendments. Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. Proposals must be written, submitted in accordance with the instructions on pages 3 & 4 of the solicitation, and shipped to Mission and Installation Contracting Command Center Fort Knox, Bldg. 1109, CCMI-RCK, 199 6th Ave., Ste. 250, Fort Knox, KY 40121-5720. Package exterior must be marked with the solicitation number (block 5 of the solicitation) and the opening date (block 8). All contractors must be registered in the Central Contractor Registration (CCR) to be eligible for award of a contract. Proposals and amendments will not be accepted by email or facsimile. Contractor is responsible for all costs of producing and mailing their proposal.
