- The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 intends to enter into a contract with Summerfield Atlantic Research Limited (SARL), 4375 Jeff Road, Toney AL 35773-5728. SARL is a highly technical, uniquely qualified business with unparalleled expertise in instrumentation, data collection and data reduction with regard to foreign missile systems. They will be awarded this small business set-aside and will provide support on project & program management and direct analysis of foreign material relating to foreign military equipment air-to-air missile programs - a TS/SCI clearance is required. This effort will also include the development of a threat simulator, providing analytical and technical advisors, and the drafting and review of technical documents for publication. The period of performance will be for 12 months from date of the award. FAR solicitation provisions 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items are applicable to this requirement. No solicitations shall be issued other than this notice. Proposal submissions are due NLT 12 Noon CST, 16 April 2010. All offerors interested in submitting must fax their proposals with details to MSIC, Kate Petek, Fax 256-313-7963 or email proposals to dimookx@msic.dia.mil.
