Description
The Internal Revenue Service (IRS) has a requirement for is to obtain facilities management, operation, maintenance, service, repair, minor construction/alteration services for buildings, structures, grounds, utilities and related support systems and equipment at the Internal Revenue Service (IRS), Brookhaven Service Center (BSC) 1040 Waverly Ave., Holtsville, NY, under a single contract. The BSC consists of five (5) single story buildings inter connected for a total of 542,000 square feet and grounds totaling 1,566,775 square feet. Management and coordination to obtain required results from multiple sources shall be the responsibility of the Contractor as described herein. Basic services will be provided at a firm fixed monthly price. Additional services will be provided at fixed hourly rates, plus any material costs. This is 100 per cent small business set aside. The NAICS for this acquisition is 561210. It is anticipated that the period of performance will begin October 1, 2010, with four additional option years included. Award will be made to that offeror whose proposal contains the combination of criteria offering the best overall value to the government in accordance with FAR Part 13 This will be determined by comparing differences in the value of the technical features with differences in the offeror's’ prices. In making this comparison the government is more concerned with obtaining superior technical features than with making an award at the lowest overall price. The criteria are presented in descending order of importance. They are: 1) Qualifications, 2) Past Performance 3) Performance Plan 4) Phase –In. and 5) Subcontracting Plan. The anticipated release date for this Request for Proposals is mid June 2010. A Request for a copy of the solicitation must be in writing through an email to Mark.Davidson@irs.gov.
