Description
USAMRAA/USAMMDA has a requirement for a 100 vials of Sodium Stibogluconate Injection BP (Pentostam) containing 100 mg of perntavalent antimony per ml and each vial contains 100 ml. The product will be manufactured in March 2010 (approximate) with 3 year expiration date. USAMRAA intends to procure a sole source requirement for the supplies from the following organization: Glaxo Smith Kline Export Ltd., 980 Great West Road, Brentford, Middlesex TW8 9GS, United Kingdom. These supplies cannot be provided by any other organization and as such, it is in the best interest of the Government to obtain it from Glaxo Smith Kline Export Ltd. This requirement is a sole source contract based on only one source being reasonably available (FAR 13.106(b)(1). The Sodium Stibogluconate Injection BP is a medical drug used under the Food and Drug Administrations (FDA) Investigational New Drug (IND) Application #14,150 for use in humans. The Office of the Surgeon General sponsored IND protocol is written and approved by the FDA specifically for Sodium Stibogluconate Injection BP (Pentostam) produced by Glaxo Smith Kline Export Ltd. Therefore, no other source of Sodium Stibogluconate Injection BP is authorized by the FDA under this IND. The U. S. Army Medical Materiel Development Activity (USAMMDA), as the sponsors representative, has overall responsibility for management of the protocol and the product. Pentostam is the IND product used to treat U. S. troops for Leishmaniasis in an active research protocol at Walter Reed Army Medical Center (WRAMC). Leishmaniasis is a protozoal disease transmitted by sand flies and is endemic in many parts of the world including the Middle East, Southwest Asia and Africa as well as Central and South America. Infected humans may develop cutaneous, mucocutaneous or visceral leishmaniasis. The disease is a medical threat for military soldiers assigned in endemic areas and a major cause of morbidity in soldiers deployed to the Middle East. Glaxo Smith Kine Export Ltd. is the manufacturer and distributor. The Government intends to acquire a commercial item using FAR Part 13. This notice of intent is not a request for quotations. No solicitation will be made available. Interested parties who believe they can meet this requirement may submit information about their capabilities and qualifications to perform the effort in writing to: MAJ Bryan K. Preer, Contract Specialist via email at bryan.preer@us.army.mil no later than 12:00 PM Eastern Standard Time, 19 April 2010. Submission should be emailed as either a PDF or Microsoft Office attachment. Submissions should be on company letterhead and include companys name, point of contact, address, phone number, fax number, DUNS Number, CAGE Code. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1). This award will be made using simplified acquisition procedures (FAR Part 13). Oral communications are not acceptable in response to this notice. Thanks, BRYAN K.
