- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY-Pavement repair on Road 4625. Wallowa Whitman NF, Wallowa County, Oregon. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0454 on or about April 12, 2010, for pavement repair of Road 4625 in Wallowa Whitman NF, Wallowa County, Oregon. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 12, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The U.S. Forest Service, EROC-NW, has a requirement for pavement repair of Road 4625 in Wallowa Whitman NF, Wallowa County, Oregon. This work consists of pulverizing the existing asphalt surface to crushed aggregate for 9.9 miles. Additional work includes reconstruction staking, installing filter barriers, road-side brushing, ditch and culvert cleaning, providing and placing crushed aggregate, and applying magnesium chloride. Work also includes miscellaneous items including reconditioning two cattle-guards, two culvert installations, and signing. There is an optional bid item to provide and place 4” of crushed aggregate surfacing for 0.8 miles on Road 46. The contractor shall supply all services, labor, equipment and material, supervision, transportation, operating supplies, and incidentals except those items, if any, listed as Government-furnished property needed to perform the following: Pavement Repair on Road 4625, project in compliance with its terms, specifications, and provisions of the contract. The Government’s estimate is between $250,000 and $500,000. The Government intends to award a negotiated firm fixed price contract. PROJECT LOCATION – Road 4625, Wallowa Whitman NF, Wallowa County, Oregon. From Enterprise, Oregon, travel 13 miles north on Hwy. 3 to Forest Road 46. Proceed northeast on Road 46 for approximately 14 miles to the junction of Road 4625 and the beginning of the project. PARTICIPATION. This acquisition is 100% set-aside for Historically Underutilized Business Zones (HUBZONE). The North American Classification System Code (NAICS) is 237310. The size standard is $33.5 Million. The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. REGISTRATIONS.
