- The presolicitation period has been extended for this project. A solicitation should be posted by 4/23/2010 and offers will be due 30 days from the date of posting. A copy of the Description from the original announcement, with dates changed, follows. The U.S. Fish and Wildlife Service, Region 1 / Region 8, Contracting and General Services Office in Portland, Oregon has a requirement for new construction of a Pupfish Refugium at the Amargosa Pupfish Station in Amargosa Valley, Nevada (approximately 5 miles east of the Ash Meadows National Wildlife Refuge Headquarters). The contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for construction. The following is a brief description of the work requirements for this project: New construction includes a below grade reinforced concrete structure, structural steel cover, pumps, piping, water treatment equipment, and other related equipment. It also includes the construction of a new support building with CMU walls and metal roofing, plumbing and plumbing fixtures, HVAC, electrical and lighting, waste treatment and disposal system, a new water supply well and all other requirements associated with new construction. Project magnitude is between $1,000,000 and $5,000,000. The Government shall evaluate offers and select the successful offeror utilizing the Best Value Continuum in accordance with FAR 15.101. All evaluation factors and significant sub factors that will effect contract award and their relative importance will be clearly stated in the solicitation. Work to be performed under this project will be within North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction (size standard $33.5 million). In accordance with the Small Business Competitiveness Demonstration Program under 19.10 of the Federal Acquisition Regulation, this acquisition is unrestricted (open to large and small businesses). The solicitation is expected to be issued as stated above; and the proposal response date will be 30 days (approximately) from the solicitation issued date. Once issued, solicitation number 80181AR241 may be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at https://www.fbo.gov or http://www.nbc.gov.
