Description
NASA/GSFC has a requirement for One Miniature Time Of Flight Laser Mass Analyzer(LASMA) Spectrometer (LMS). This is a custom build instrument to meet the specific needsof NASA and functionally, will be equivalent to the flight prototype for the Phobos Gruntmission. NASA/GSFC intends to purchase the items from Fenix Technology, pursuant to Far 13.106 for the acquisition of supplies or services determine to bereasonably available from one source. The LMS is a unique and complex instrument that is intended to enable NASA participationin the science investigation offered by the Phobos Grunt mission and further NASA'sdevelopment of more advance versions of the LMS for future missions. The design of theLASMA Spectrometer offered by Fenix Technology matches that of an existing engineeringprototype currently under development for Phobos Grunt mission. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort inwriting to the identified point of contact not later than 2:30 p.m. local time on April23. Such statements will be evaluated solely for the purpose of determining whether ornot to conduct this procurement on a competitive basis. A determination by the Governmentnot to compete this proposed effort on a full and open competition basis, based uponresponses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a capabilities statement which shall be considered bythe agency. An Ombudsman has been appointed.
