Description
THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS FOR INFORMATIONAL PURPOSAES ONLY. The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business, or Small Business concerns only. The estimated magnitude of this construction project is between $25,000,000.00 and $35,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236210 and the small business size standard is $33.5 Million. The estimated time for completion is 560 calendar days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Best Value Source Selection procedures of FAR 15.3 and FAR 36. The acquisition is for the construction of the OPBAT Hangar located in Great Inagua, Bahamas. The scope of the project consist of design and construction of an approximately 17,500 square foot pre-engineered Hangar Building and associated utility and site work in Great Inagua, Bahamas. Work includes a base bid item. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone, Service Disabled Veteran Owned Small Business certified and intends to submit an offer on this acquisition, please respond by e-mail to Ms Pamela Argilan at Pamela.j.argilan@uscg.mil. In your response, include a positive statement of your intention to submit a proposal for this solicitation as a prime contractor, a capability statement to include work performed outside the United States, your company DUNS number, and your bonding capability. Your response is requested by April 16, 2010. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted on the Federal Business Opportunity (FBO) web site at www.fbo.gov.
