Description
Health Information, Coding, Billing and Auditing Software HICBAThe United States Veterans Affairs Technology Acquisition Center (VA TAC) is seeking sources to provide the Health Information, Coding, Billing and Auditing Software (HICBA). This is a request for information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. The Department of Veterans Affairs, Veterans Health Administration (VHA) currently consists of 153 medical centers located in all 50 states, Puerto Rico, Guam and the Philippines. Coding of all inpatient encounters and billable outpatient encounters, billing and compliance auditing is performed for medical services provided at each of these facilities. The HICBA software shall provide one consistent Veterans Integrated System Technology Architecture (VistA) integratable encoder, bill scrubbing and chart management software suite for all VHA facilities to help improve medical record coding & billing compliance, as well as workflow efficiency. This software shall alleviate manual intervention as much as possible to increase productivity. The encoding module shall assist our coding professionals in accurately and consistently coding medical encounters. Once encoding is done, the encounters shall be directed to the claims section. The bill scrubber shall perform interim and final checks of institutional and professional fee encounters and claims prior to being finalized for update and billing in VISTA Integrated Billing. This shall include a claim review, or 'scrubbing', component to reduce improperly coded claims, reduce the billing cycle for claim reimbursement and ensure excellent data quality to support compliance auditing and reporting. It shall assist claims reviewers in assessing which bills are billable and/or have special considerations according to third party payers' reimbursement rules. The software suite shall contain chart management functionality that identifies and reports delinquent and deficient chart documentation as appropriate (this shall be configurable). There shall be the capability to generate management reporting at the facility, VISN and enterprise levels. Additionally, Veterans Equitable Resource Allocation rules shall be incorporated in the software to maximize reimbursement for services provided to our veterans. The anticipated period of performance is a 12 month base period from date of award plus four one year options. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
