- NASA/GSFC has a requirement for civility/diversity consulting and coaching servicesto assist with identifying appropriate topics and strategies that would support andstrengthen Code 600s diversity needs and projects. The services would consist of, butnot be limited to, assisting individuals with managing transition issues and stressors,dealing with challenges faced by women scientists and supporting the ongoing civility anddiversity needs of the Code 600 Directorate and Diversity Team, as well as the GSFCDiversity Council. The duration of this task will be for 12 months, which will include aseries of Civility Collaboratives which will cover 24 collaborative sessions intended toexpand the Civility Initiative at GSFC.NASA/GSFC intends to purchase the services from EDIN Associates, as a result of theircreation and continued use of the The Civility Caf.EDIN Associates is uniquely qualified, if not the only qualified source to provide thisfacilitation. The Civility Caf, which was created by EDIN Associates, is acollaborative learning environment tailored to meet the specific needs of the employeeswithin the Code 600 community. The Civility Caf also maintains a website in whichcollaborative members have access to resources, articles and tools developed specificallyfor the collaborative members.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 23, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
