- RECOVERY: The USDA Forest Service, Plumas National Forest (hereafter "the Government," "the Forest Service," or "the Plumas National Forest (NF)"), announces an opportunity for the West Side Bridge Painting construction project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant firm-fixed price contract award will be issued pursuant to FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program. In accordance with FAR Part 36.204(d), the estimated magnitude of construction is between $250,000 and $500,000. The estimated contract period of performance is to have all work completed by September 17, 2010. The applicable North American Industry Classification System (NAICS) Code is 237310. The Small Business Administration size standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. Under the procedures of FAR 15, Contracting By Negotiation, the Government intends to award a firm-fixed price contract from the Request for Proposal (RFP) that will be posted to the FedBizOpps website on or about April 26, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work includes cleaning and painting the steel superstructure of three bridges on the Feather River Ranger District located in Northern California. It also includes minor cleaning around the abutments and cleaning of the decks of the same three bridges and repairs to the deck and sub-structure, and replacement of the deck curb on the Upper French Creek Bridge is included in the work. The bridges cross water and the Government considers the bridges contain lead paint. The work will require remediation of the lead-based paint including containment and disposal using methods to prevent any of the paint from falling into the streams. The work will require contractor to have California QP1 and QP2 certifications. QP1 is certification of contractors who perform surface preparation and QP2 is for field removal of hazardous coatings. The project is located at the following general locations: Glazer-Little North Fork CG bridge is on FS road 23N15 in Section 12, T 22 N, R 6 E. Peavine Creek bridge is on FS road 22N39 in Section 29, T 22 N, R 6 E. Upper French Creek bridge in on FS road 23N00 in Section 19, T 22 N, R 6 E. Access to all sites is off of Forest Highway 119, the Oroville-Quincy Highway.
