- NASA/JSC/WSTF plans to issue a Request for Proposal (RFP) to procure EnvironmentalCompliance and Operations (ECO) support at the White Sands Test Facility (WSTF). Thissupport will be a follow-on to the environmental portion of the current FacilityOperations Support Contract (FOSC), which ends April 30, 2011.The environmentalcompliance and operations support includes, but is not limited to, environmentalrestoration program operations and environmental compliance program management. Typical environmental restoration program operations include, but are not limited to thefollowing:Groundwater pump-and-treat system operations and maintenanceGroundwater monitoring and data managementCorrective action unit investigation activitiesGeological and hydrogeological investigation support activitiesData management and quality assurance/quality control processesCorrective action permit and discharge plan complianceLandfill closure and post-closure care complianceTypical environmental compliance program management activities include, but are notlimited to the following:Hazardous Waste Operating Permit complianceWastewater Management Discharge Plan complianceAir Emission Permit complianceHazardous waste, universal waste, and used oil managementNational Environmental Policy Act (NEPA) program managementDrinking Water System environmental complianceSustainability program managementEnvironmental Management System (ISO 14001) program oversightEnvironmental training, reporting, and recordkeepingNASA/JSC/WSTF intends to issue a hybrid contract, comprised of both Cost-Plus-Fixed-Feeand Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) task orders. The periodof performance will include a 2-year base period and four 1-year option periods, for atotal 6-year contract period. The Government does not intend to acquire commercial items using FAR Part 12. See Note26. This procurement is 100% set-aside for small business concerns.The NAICS Code and Size Standard are 562910 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the draft Request for Proposal (DRFP) is on or about May2010. The Government anticipates conducting a pre-proposal conference on or about June2010. This will allow industry to ask questions specific to the DRFP. Industry will thenbe requested to submit questions in writing so that the Government may officiallyrespond. The anticipated release date of the final Request for Proposal is on or aboutAugust 2010, with an anticipated proposal due date on or about September 2010.An ombudsman has been appointed -- See NASA Specific Note 'B'.PROSPECTIVE OFFERORS SHALL NOTIFY THE CONTRACTING OFFICER OF THEIR INTENT TO SUBMIT ANOFFER.
