Description
The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement via the Pacific Islands Fish and Wildlife Office (Honolulu County) to complete 5-year reviews of the status of 56 endangered plant species, using the approved 5-year review forms. This is a Performance Based Service Acquisition (PBSA) for the completion of 5-year reviews of the status of 56 endangered plant species using the approved 5-year review forms. The overall responsibility of the Contractor is to convert the information provided by Pacific Islands Fish and Wildlife Office (PIFWO) into the approved 5-year review format. A total of 277 plant species are listed as endangered or threatened in the Pacific Islands under the U.S. Endangered Species Act. The status of each species listed under the Act must be reviewed at least once every five years, which averages out to 56 plant species every year. The U.S. Fish and Wildlife Service (USFWS) is the Federal agency mandated to conduct the 5-year review. Completion of these 5-year reviews will satisfy this requirement. The selection process shall be "Best Value" in accordance with FAR Clause 52.212-02 Evaluation - Commercial Items. All evaluation criteria will be clearly stated in the solicitation. Interested contractors must be registered in the Central Contractor Registration www.ccr.gov (CCR) and complete Online Representations and Certifications (ORCA) at www.bpn.gov. Request for Quotes (RFQ) number 10181AQ589, including all attachments will be posted on www.fbo.gov (FedBizOpps) in approximately 15 days. The RFQ response date has not yet been determined.
