Description
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Brogan & Partners Advertising Consultancy, Cary, NC 27513 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the printing of a special issue journal for the Environmental Health Perspectives (EHP) on 'A Human Health Perspective on Climate Change'. Brogan & Partners currently has the contract for the printing of the EHP monthly journals. The EHP is a monthly journal of peer-reviewed research and news published by the NIEHS. The journal publications serve as a forum for the discussion of the interrelationships between the environment and human health. This report was submitted to EHP because of the subject and how it fits into the purview of the journal. It was accepted for publication as a special issue with the journal by EHP's Editor-in-Chief. EHP has a contract with Brogan and Partners for production and printing of their monthly journal and special issues. Graphics included in this special issue must have the copyrights purchased. Brogan and Partners will handle the paperwork to have them secured for use with printing of current copies. Brogan and Partners will work with the graphic company to obtain more rights for printing which will be part of an extension of the original rights and therefore less expensive. The report is to be printed and ready for NIEHS for the Earth Day Celebration. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Brogan & Partners. The NAICS Code/Size is 511120/500 Employees. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
