- Description
- Contractor shall furnish all personnel, equipment, tools, materials, supervision and other items and services necessary to minimally design, manage, and accomplish a broad range of maintenance, repair, alteration, demolition, and/or new construction work at Travis Air Force Base, California. This is a COMPETITIVE, SMALL BUSINESS ADMINISTRATION 8(a) PROGRAM acquisition; competition limited to eligible 8(a) firms servicing Region IX (Califiornia, Arizona, Hawaii, and Nevada) District Offices of the Small Business Administration (SBA). The government anticipates the award of a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The government will award construction projects through issuance of tasks orders (TO) against the SABER contract on an as needed basis. Projects will include tasks in a variety of trades including, but not limited to, site work, concrete, repairing interior/exterior finishes, special construction, roofing, electrical systems, masonry, metals, thermal and moisture protection, doors, locks, windows, carpet, mechanical, electrical, medical precaution levels I, II, III, or IV and abatement of hazardous material utilizing R.S. Means pricing criteria. The contractor shall be required to provide and maintain a management office, such as a mobile/officer trailer located in a designated area on Travis Air Force Base. The performance period of the contract shall consist of a base period and four individual option years, for a potential of five years. The NAICS code for this acquisition is 236220, with a size standard of $33.5 Million, however all construction NAICS under 236, 237, and 238 may be utilized. Projects generally range from $3,ooo to $700,000 requiring minimual engineering design. The minimum amount of the contract will be $150,000 (basic only) which will be awarded at the time of contract award. MAGNITUDE OF CONSTRUCTION is more than $10,000,000. The expected maximum amount of the contract will be $45 Million estimated at $9 Million per year. The dollar amounts are based on historical data from the previous SABER contracts and the expectation of funding from AMC and David Grant Medical Center. Projects will be funded by appropriated/non-appropriated funds on individual tasks orders. FY10 funding under normal straddle funds reservation for the seed project, Upgrade Fire Alarm System, Bldg 31 (XDAT 10-1128). Contract will not be awarded until funding for the guaranteed minimum of $150,000 is received. Contract award will be based on best value source selection procedures described in FAR Part 15.3 and AFFARS 5315.3. There will be no paper copies of the solicitation distributed; all solicitation information/documentation will be obtained through the www.fbo.gov website; interested parties should register to receive notifications and should register as a interested contractor via www.fbo.gov website. In addition to registerin at the website, interested contractors shall send an email to Dori Turner and E. Jane Bailey (Contract Specialist/Contracting Officer) providing company name, address, phone/facsimile number, point of contact to include email address, and Central Contractor Registration (CCR) information. Any prospective contractor must be currently registered in CCR database in order to be eligible for award and must be determined eligible for award by the SBA and as this is a set-aside requirement, foreign contractors will not be permitted to participate at the prime contractor level. The issue date of the solicitation is on or about 22 Aprikl 2010, with an estimated 30 calendar day response perior. Past Performance information will be required to be submitted on or about 18 May 2010. Pre-proposal conference and site visit information will be provided in the solicitation package. Prime contractors, subcontractors and/or suppliers are highly encouraged and may attend the pre-proposal conference/site visit. There will be no public bid opening. This notice does not obligate the govenment to award a contract nor does it obligate the government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Responses to this notice and/or the Request for Proposal will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
