Description
The Naval Air Systems Command (NAVAIR) intends to procure on a competitive basis three (3) L-39C jet trainer aircraft and associated spare parts, support equipment, and special test equipment. The Government anticipates award of a Firm Fixed Price (FFP) FAR Part 12 contract to the responsible offeror who provides the lowest price, technically acceptable offer. All aircraft, parts and equipment shall be delivered to Kabul International Airport, Kabul, Afghanistan no later than 300 days after contract award. Complete details will be available in the solicitation. Acquisition of L-39C aircraft is being pursued under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' The Afghanistan National Army Air Corps (ANAAC) currently operates and maintains a fleet of L-39C aircraft. The L-39C is a familiar platform presenting a low life cycle cost that is required to train future ANAAC aviators. This pre-solicitation notice is not a Request for Proposal (RFP) and is not intended to be taken as such. Information including the Statement of Work and attachments shall be provided in the Request for Proposal (RFP) solicitation number N00019-10-R-0050. The solicitation will be issued on or about 16 April 2010 with proposals due on or about 05 May 2010. The solicitation will be available on the Federal Business Opportunities website: www.fbo.gov and the NAVAIR website: www.navair.navy.mil under “Business Opportunities” and “Open Solicitations”. Interested offerors are responsible for monitoring these sites for the release of the solicitation package and any other pertinent information or amendments. Central Contractor Registration (CCR) is required to receive any award. All contractors are required to be registered in the Central Contractor Registration (CCR) database. If your company is not registered in the CCR, you may register electronically at http://www.ccr.gov.
