Description
RECOVERY GATE 153784 14 1035This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the action. In addition to the normal FAR clauses the following clauses apply to this solicitation: FAR 52.203-15 Whistleblower Protection, FAR 52.204-11 ARRA Reporting Requirements. The National Park Service, Gateway National Recreation Area intends to award a Firm-Fixed Price, Sole Source Purchase Order to The National Hispanic Environmental Council, 106 N Fayette Street, Alexandria, VA 22314-2092 to provide services that educate, empower and engage minority youths in environmental and sustainable development issues at Gateway National Recreation Area located in Staten Island, N.Y. 10305. A Request-for-Quote will not be available for distribution. The Contractor shall provide a 5 day program that consists of but not limited to the following: the encouragement of minority youths to actively work to preserve and protect the environment, providing assistance to minority youths in their pursuits of career, educational and policy opportunities in the environmental and natural resources fields and promoting environmental college awareness. The Contractor shall promote and expand environmental education programs for minority youth especially in urban school districts and promote and expand greater professional development and advancement opportunities for minority environmental professionals. The National Hispanic Environmental Council Curriculum and Program Description shall cover basic topics in the environmental, natural resources and conservation fields as well as the introduction of minority students from urban areas to nature. The National Hispanic Environmental Council covers all costs for the 6 day program for selected students. The scholarship includes local transportation by bus to various National Park Sites in New York and New Jersey, housing, meals instructional material, lab testing kits, GPS, camping equipment rentals and safety equipment. The proposed commencement is the week of July 5, 2010. The incumbent contractor, The National Hispanic Environmental Council is the sole source for this service. This procurement is being issued under FAR Part 13.106-1(b) (1) - soliciting form a sole source.
