Description
Wage Determination Instructions to Offerors Evaluation of Offers General provisions Special Provisions Questionnaire to be completed and returned Price list to be completed List of Government Provided Property Statement of Work Contract Format to be completed and returned This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued for this requirement; quotations are being requested and no written solicitation will be issued. The solicitation number is FA8601-10-T-0171 issued as a Request for Quotations (RFQ). This request is for a conessionaire contract for a Food and Beverage Establishment located at Wright-Patterson AFB (Dayton, OH), Area B, Building 189. Provided property is attached as Appendix B. This is a one-year requirement with four, one-year options (total contract duration is 5 years). The attachments include the Statement of Work (with Appendices B and C), the Concession Agreement (to complete and return), Instructions to Offerors, Special Provisions, General Provisions, and a Performance Questionnaire (to complete and return). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38, 10 December 2009. Interested parties are required to submit their quotes along with proof (price list and Performance Questionnaires) that their products meet the specifications set forth in this combined snynopsis/soliciation to Kathy Majors, 88 CONS/PKBB, 1940 Allbrook Drive, Wright-Patterson AFB OH 45433-5309 by 2:00 p.m. (EST) 27 April 2010. A site visit will be held on Monday, 19 April at 8:30 a.m. If you are interested in attending, you must reply by 10:00 a.m. on 15 April to Kathy Majors at 937-522-4599 or email Kathy.Majors@wpafb.af.mil to reserve your spot and get directions. This is a non-appropriated fund purchase and it does not obligate the approprated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. LIST OF FAR CLAUSES - FULL TEXT: 52.217-5, Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). 52.217-8, Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. 52.217-9, Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed __5___ (months)(years). (End of Clause) Wage Determination (IAW FAR 22.1012-1) Service Contract Act, Wage Determination No. 2005-2419 (Rev. 9) applies effective 08/14/2009. Attachments to the announcement: 1.
