- THIS IS TO AMEND THE SOLICITATION TO ADD 200 ROOMS FOR WEDNESDAY NIGHT 5/26. in addition, proposals should include 3 references so that we may evaluate past performance. GS-00P-10-CY-C-0103 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2001-01. The NAICS is 72110 and the Small Business Size Standard is $5 million. The General Services Administration intends to block single occupancy sleeping rooms, meeting space and meals for their GSA Administrators Leadership Training Conference DATES: May 24-27, 2010 MEETING ROOM/FOOD AND BEVERAGE REQUIREMENTS: Sunday-Friday Staff Office (very spacious) for 15ppl Conference style w/storage Tuesday, May 25th 8am-5pm Registration Area for 4 staff 8am-5pm General Session for 200 people, crescent rounds of 6 7am-9pm Meal Room for 200 people, banquet rounds (Cont Breakfast, Lunch, and Dinner with keynote speakers) Wednesday, May 26th 8am-5pm Registration Area 4 staff 8am-5pm General Session 200 people, crescent rounds of 6 7am-9pm Meal Room for 200 people, banquet rounds (Cont Breakfast, and Lunch with keynote speaker) Thursday, May 27th 8am-5pm Registration Area 4 staff 8am-12noon General Session 200 people, crescent rounds of 6 7am-10am Meals Room 200 people, banquet rounds (Cont Breakfast only) AM/PM Breaks will also be provided. Prefer meeting space on one floor. Office and registration area should be located within close proximity to General Session/Meal Room. Provide catering menus and indicate discounts off menu prices, if applicable. The following event specifications for hotels considered must meet the following criteria: HOTEL LOCATION AND ACCOMMODATIONS: 1. Baltimore, MD (per diem rate of $161) 2. Accommodate both meeting and lodging needs in the same establishment. 3. Hotel located in safe, well-lighted area. 4. Rate must be offered three (3) days pre and post the proposed conference dates. LODGING REQUIREMENTS: Sunday 5 rooms Monday 200 rooms Tuesday 200 rooms Wednesday 200 rooms 1. Cutoff date 3 weeks prior to arrival. 2. Rooms equipped with sprinkler system in each sleeping room. 3. Individual sleeping rooms to be equipped with telephone data ports. 3. No additional charge for double occupancy or children 4. Hotel to agree to a DO NOT WALK policy for all attendees MEETING SPACE: 1. Ample adjustable room lighting conducive for training environment. 2. General session room setup by 7:00 am each day 3. General session & Meal room shall include adequate space to accommodate a centered stage, panel/head table (seating up to 8 people), training equipment; VCR, overhead projector, 2 projection screens, LCD projector, and laptop computer. 4. NOTE: AV Equipment to be provided by either the Government and/or an A/V company that may or may not be the hotel on-site A/V company (this will be procured separately after requirements are determined). 5. Registration table set up outside meal room & general session room to accommodate 4 people in L shape with office and/or storage space located nearby. MANDATORY REQUIREMENTS: 1. Hotel must be compliant with Hotel/Motel Fire Safety Act of 1990, 15 U.S.C. 2201 et. seq (Public Law 101-391) and must hold a FEMA Certification Number (See FEMA-http://www.usfa.fema/gov/hotel). If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (End of clause) EVALUATION: FAR 52.212-2 -- EVALUATION -COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are listed in descending order of importance: Evaluation Factor 1: Meeting Space (i.e., Appropriate size/location of General Session meeting space; Meals Room, registration area; staff office. In addition to demonstrating that the Contractor's meeting space meets the Government's requirement, the Contractor shall be available for a site visit. GSA shall conduct a site visit to include in the evaluation of the meeting space. Evaluation Factor 2: Past Performance: The contractor shall submit email addresses for three past performance references with their proposal. Past performance will be evaluated on: a) Quality of Services; b) Timeliness of Performance; c) Business Relations; d) Cost Control; Evaluation of Price: The offeror's pricing will be evaluated to determine if the prices proposed are fair and reasonable. Unrealistically high or low pricing will be considered an indicative of a lack of understanding of the complexity and risk associated with work to be performed under the resulting contract. Price evaluation will be accomplished by adding the evaluated prices below by the number of days; providing a total for the overall costs of the conference.
