- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source modification of contract N61331-09-D-0009 to Lockheed Martin Federal Systems (LMFS), Owego, New York to increase the contract ceiling to acquire additional engineering services to manufacture, assemble, test, and deliver three (3) Technology Insertion Common Consoles (TICC) for the Department of the Navy, Naval Air Systems Command, MH-60S Organic Airborne Mine Countermeasures (OAMCM) program. This acquisition is sole source for the following reasons: LMFS, Owego is the sole developer and integrator of the TICC equipment and avionics into the MH-60S helicopter. LMFS is the only known source possessing the expertise, technical data, equipment, and experienced personnel necessary to perform the required engineering studies and interface requirement definition analysis required for the integration of the OAMCM suite of systems into the MH-60S. Given the complexity of these systems and the level of system knowledge required to design new and integrate existing equipment and components, LMFS is the only vendor with the prerequisite knowledge of what it will take to integrate these systems. There are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk and significant technical risk to the Government. The NAICS code is 336413 with a small business size standard of 1000 employees and the FSC is AC14. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001.
