Description
TITLE: Research & Development for the Design, Fabrication and Integration of Low-Band Receivers for the Enhanced Very Large Array (EVLA) Radio Telescope The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 U.S.C. 2304(c)(1), only one responsible source. NRL will negotiate with the National Radio Astronomy Observatory (NRAO) Associated Universities, Inc., 1003 Lopezville Rd., Socorro, NM 87801 to produce fabrication and design specifications needed for building Low-Band Receivers to support the EVLA radio telescope for the 50-470 MHz band. A total of 21 Low-Band Receivers compatible with the EVLA is required. A Users Manual including, at a minimum, schematics, parts list (BOM), component data sheets, theory of operation, and QA sheets. A performance comparison report that compares actual laboratory results with theoretical predictions is required. A “build package” for the LNA used in the final design is required and shall contain all of the necessary details to have the amplifier reproduced. The NRAO has possession of proprietary technology consisting of data and processes of the EVLA. The NRAO is the only known entity possessing the unique capabilities and laboratory characteristics, and experience necessary to carry out the required design, fabrication, and integration of low-band receivers on the EVLA which will deliver galactic background limited performance in the 50-470 MHz band. The 21 Low-Band Receivers shall be delivered within 24 months after contract award. It is anticipated that a Cost Plus Fixed Fee (CPFF) contract will be made as a result of this solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources believing to be capable of completing the requirements stated are welcome to submit capability statements.
