- On or about 21 April 2010, this office will issue Request for Proposals for design and construction of the SFCC ADDITION AND BEHAVIORAL HEALTH CLINIC, PN 69295, FORT CARSON, COLORADO. The solicitation will close on or about 2 June 2010. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The Government intends to hold a Pre-Proposal Site Visit for all interested parties at Fort Carson Resident Office - located at 5030 Tevis Street, Bldg 304 Fort Carson, CO 80913-5121 on 5 May 2010. All contractors, sub-contractors, designers and sub consultants are encouraged to attend. Prior to the site visit each party must submit, via fax or e-mail, the firms name, address, point of contact, telephone number, and names of personnel planning to attend. See Obtaining Solicitation Documents below. Project Description: This is a Design-Build Project. The work consists of design and construction of a new Soldier Family Care Center (SFCC) Addition and a Behavioral Health Clinic building. This is a Best Value solicitation for the Design and Construction of the two facilities. The SFCC Addition is a 21,298 square feet 2 story building addition with a pedestrian walkway on the 2nd floor and provides space for hospital administrative functions. Addition includes landscaping [evergreen and flowering trees, shrubs and ornamental grasses and earth berms] for site enhancement and to provide shade for walkways, parking lots, patio areas, framing of the building and enhancements to the front entry; Elevator[s] for both levels of building addition; Building HVAC; and communications [telecommunications structured cabling, public address, cable TV, closed circuit television, video teleconference/audio-visual and infrastructure for GFGI wireless system]. Building addition and sitework requirements follow design-build performance specifications. The Behavior Health Clinic is a 26, 298 square feet one story building for behavior health and psychology services. Building includes: Building HVAC; Extending existing utility mains, including power, domestic water, fire protection, natural gas, sanitary sewer, storm drainage and communications to new building; Parking lots for 166 new parking spaces; A centralized, keyless, Access Control System [ACS] for exterior doors and some interior doors; Entry into the building using ACS, intercom, CCTV cameras and remote door ingress activation; and communications [Nurse call, tone visual system, telecommunications structured cabling, public address, cable TV, closed circuit television, video teleconference/audio-visual and infrastructure for GFGI wireless system]. Building and sitework requirements follow design-build performance specifications. The estimated design and construction cost of this project is between $20,000,000 and $30,000,000.
