- The Dayton VA Medical Center, 4100 W. Third Street, Dayton OH, 45428-9000, intends to sole source the OHIOLINK Online Journal Center subscription to Wright State University Colonel Glenn Hwy, Fordham Health Science Library, Dayton, Ohio. The North American Industry Classification System (NAICS) Code is 511120, Periodical Publishers, Small Business Size Standard is 500 Employees. This announcement of the intent to sole source is NOT a request for proposals, quotes, or bids. No formal solicitation document will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice. A determination by the Government not to compete this proposed contract is entirely in the discretion of the Government. A sole source, fixed price contract with Wright State University may be awarded, dependent upon availability of funds. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) - ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. CONTRACTOR: Wright State University 1. Agency and Contracting Activity Identification: Department of Veterans Affairs, 4100 W. Third Street, Dayton, OH 45428-9000; VISN 10 Contracting Activity will enter into a contract that requires justification for other than full and open competition. 2.Nature of Acquisition Being Approved: Contractor shall provide healthcare online subscription services. All work shall be performed in strict accordance with the terms, conditions, and requirements contained in purchase request 552-10-2-046-0026. 3.Description of Requirement: This requirement is to provide on-line healthcare subscription service access to 200 customers 24 hours a day, 7 days a week. 4.Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. 253 (c) (1), FAR Part 6.302-1 (a) (2). 5. The Nature of the Acquisition Requires Use of the Authority Cited: This contract is being procured on a sole source basis due to "Contractor" having sole OHIOLINK membership. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. This procurement was not competed/synopsized due to "Contractor" having propriety rights to the OHIOLINK membership database. 7. Anticipated Cost: The anticipated cost should be fair and reasonable to the government based on the using service estimate. 8. Results of Market Survey: Market research information was also obtained in eCMS historical data. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. 10. Any Other Interested Sources? The intent to sole source will be posted on fedbizopps. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: Not Applicable. 12.
