Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for a request for proposals and no contract will be awarded from this notice. The Naval Facilities Engineering Command, Mobile Utilities Support Equipment (MUSE) Program is seeking sources with relevant qualifications, experience, personnel and capability to perform: An equipment exchange between the government and the contractor. The government seeks to exchange fifty four (54), 840 kW, trailer mounted, medium voltage diesel generator sets for a contractor determined quantity of new 1000 kW (ISO 8528 continuous), EPA Tier II complaint, 1200 RPM, ISO containerized, total weight less than 67,200 lbs, 4160 volt diesel power plants (generators). The new power plants shall be designed to comply with ISO 8528 class G3, ANSI/IEEE C37.20.3 Metal Enclosed Load Interrupter Switchgear, NFPA 70, NFPA 30, NFPA 37, UFGS 01 78 23 Operation and Maintenance Data, and the sections of UFGS 26 32 15.00 10 Diesel-Generator Set Stationary 100-2500 KW that do not apply specifically to stationary equipment.Offerors are requested and encouraged to comment on this sources sought notice with respect to commercial appeal to vendors and elements of the notice that restrict value added solutions or potential vendor interest.Offerors may submit a capabilities package with respect to the following.1. Recent experience (within the past five years) of the design team members in the type of work required for packaging medium voltage continuous and prime duty containerized power plants. 2. Experience with development of Operation and Maintenance Data (as previously described).3. Specific examples of similar power plants delivered, including time in service, total accumulated hours between overhaul, and total KWH delivered.4. Engine and alternator manufacturer's data, to include fuel consumption, for what is anticipated to be offered.5. Vendor preference for project timeline and removal of government equipment from the government's location. All exchanged power plants shall leave no later than 2 weeks prior to new equipment delivery.The government offers no compensation of any kind for the submittal of the capabilities package. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing, or developed, expertise and experience in relation to this project. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities. Responses to this Sources Sought Notice shall be mailed to the following address: Specialty Center Acquisitions NAVFAC (SCAN), (Attn: June Haynes), 1205 Mill Road, Bldg 850, Port Hueneme, CA 93043-4347. Responses must be received no later than 2:00 pm Pacific Standard Time on 31 May 2010. Electronic submissions shall be less than 10 Megabytes per transmission and shall not contain zipped files. Questions regarding this sources sought notice may be addressed to Walter Urtz via email at walter.urtz@navy.mil.Description of government power plants to be exchanged: The housing is a weather-tight enclosure designed to operate between -25 deg F - 125 deg F and provides easy access for all levels of maintenance. It is a towed trailer configuration. The power plants is a 3 phase, 3 wire, diesel engine driven, prime power unit that produces 840 kilowatts at 2400/4160 volts at 60 Hz and 700 kilowatts at 2200/3800 volts at 50 Hz with an 0.8 power factor. Two Caterpillar 3456 Engines and two Caterpillar SR4B alternators provide the power for this generator set. It utilizes shared 120-gallon fuel tank. The power plant dimensions are: 254 inches long, 96 inches wide and 102 inches tall. The power plant dry weight is 25,600 pounds. The unit has a local operator panel and may be remotely operated via a lap top. The power plant has paralleling, contactor, and protective relaying integrated control.
