Description
This is a sources sought in anticipation of a potential future acquisition for Marine Painting Services. The U.S. Coast Guard Surface Forces Logistics Center is seeking qualified sources for various Marine Painting Services. The USCG is conducting market research to determine the availability of contractors qualified to perform these services. The small business size standard is less than 1,000 employees. The NAICS Code is 238320. All work will be performed at the U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD 21226 The performance of work is as follows: The contractor performs various skilled journeyman painting tasks involved in the construction, repair, maintenance, overhaul, and conversation of a wide variety of types and sizes of marine craft and vessels and in connection with miscellaneous manufacturing projects. Performance shall include, but is not limited to: 1. Prepares metal surfaces for painting removing grease, old paint, rust, and scale as necessary. 2. Prepares degreasing solutions and treats metal objects or surfaces to be painted by immersion or washing. 3. Cleans and smoothes surfaces with sandpaper, emery clothes, and wire brushes. 4. Prepares wood surfaces for painting by removing old paint, filling cracks and holes, sanding, and applying fillers and base coats. 5. Removes old paint with solvents and scrapers 6. Washes and sands surfaces as necessary, treats them with oil, turpentine, or preparations where required. 7. Mixes paints and other surfacing materials. 8. Fixes base materials, thinners, and pigments to obtain appropriate consistency, color, fixes base materials, thinner, and pigments to obtain appropriate consistency, color and drying properties. 9. Matches colors as needed. 10. Paints surfaces with various types of paint, varnish, shellac, latex, epoxy paints, polysiloxanes, lacquer, and enamel, employing brushes, spray-painting equipment, or paint rolling equipment. 11. Sets up and operates spray-painting equipment or other power painting equipment to include spray booth painting or dip painting. 12. Sands between coats and rubs final coats as needed to obtain proper adhesion between coats. 13. Assists sandblasters in sandblasting operations. 14. Cleans, maintains, and repairs equipment and tools. 15. Construct and apply stencils for lettering and decoration. The contractor shall supply the following tools and equipment to their employees as needed for the above mentioned work: Pneumatic sanders, needle guns, scaling guns, various size brushes including angle brushes, roller handles, roller extensions, roller sleeves, putty knives, scrapers, coveralls, gloves, and respirators. REQUIRED TECHNICAL QUALIFICATIONS: The Company must be SSPC. QP1 certified. 1. Painter/Project Manager must have a thorough knowledge of most phases of the painting trade relating to marine work in a shipyard, including theory and practice of the equipment, tools, materials, and supplies used. 2. Must be thoroughly versed in marine trade methods and in the proper sequence of performing marine trade tasks. 3. Must be able to operate all types of paint sprayers, manlifts, suspend scaffolding and rigging; be familiar with primers, fillers, preservatives, rust preventatives, stains, oils, insulation materials, lacquers, enamels, epoxy paints and other various coatings, and the method of their application. 4. Continually improving knowledge and skill to keep pace with technological developments. 5. Painters/Project Manager are required to follow 29 CFR 1915 (OSHA Shipyard Industry Standard) while performing at the Coast Guard YARD. 6. Contractor shall have and document an Occupational Health and Safety Program addressing the requirements of 29 CFR 1915 as it relates to the hazards of shipyard work. All services shall be performed at the U.S. Coast Guard YARD on or around ships in drydock, at dockside, or in Coast Guard YARD Industrial shops. The contractor shall supply workers experienced and capable of working in a shipyard environment. The Contractor's employees must be capable of working in confined spaces and at heights from staging and manlifts. The services shall be issued via delivery orders and are in support of Shipyard availabilities. Interested contractors should forward and include a cover letter containing the following to ronald.almond@uscg.mil: (a) The name and address of the contractor. (b) Point of contact including name, title, telephone, and email address; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8 (a), and/or Woman Owned company, HubZone small business, veteran owned small business, or service disabled veteran owned small business; (d) evidence of experience in work similar in type and scope to include contract numbers, dollar amounts, points of contact and telephone numbers, (e) past performance references with points of contact and telephone numbers. At least two (2) references are requested, but more are desirable. Your response is required by 04/15/2010 No telephone inquiries will be accepted and request for solicitation packages will not be honored, as a solicitation is not prepared at this time.
