Description
The Naval Air Systems Command (NAVAIR), in support of the Air Force Special Operations Command (AFSOC) through Headquarters United States Special Operations Command (HQ USSOCOM), is seeking sources to provide additional chaff and Infrared (IR) expendable countermeasures to the CV-22 aircraft to complement the AN/ALE-47 system capability. NAVAIR and AFSOC are contemplating a Foreign Comparative Test (FCT) of an enhanced countermeasure dispense system. Prior to initiating the FCT, NAVAIR and AFSOC wish to identify all firms (both foreign and domestic) which could provide a non-developmental countermeasure dispenser system which will add a significant quantity of chaff and flare expendables to the CV-22 aircraft in a cost effective manner while also providing a covert, sustainable, pre-emptive capability against IR missiles. NAVAIR and AFSOC seek to identify a countermeasure dispenser system that has been fully qualified for operational use within the Department of Defense, has been proven to be compatible with the AN/ALE-47 system currently used on the CV-22, uses covert expendables that are both currently qualified and in U.S. Government inventory, and has demonstrated a Technology Readiness Level of 7 or higher. Interested companies are requested to submit a summary outline not to exceed 20 pages of the performance specifications of their proposed countermeasure system. Please submit your performance outline to Mr. Paul Soriano of NAVAIR PMA-272 via either regular mail or e-mail no later than 30 April 2010. Mr. Soriano's regular mail address is as follows: Paul Soriano, PMA-272J1, Dispensers IPT Lead, 6201 Cargo Hold Avenue, Cecil Commerce Center, Jacksonville, FL 32221. Mr. Soriano's e-mail address is as follows: paul.soriano@navy.mil. Questions may be addressed to Mr. Soriano by either e-mail or phone at (904) 317-1920. Please note that we can not return your submissions to you. This sources sought is for information and planning purposes only. It does not constitute a request for proposal (RFP) and is not to be construed as a commitment by the U.S. Government. No contract award will be made as a result of this sources sought synopsis. If NAVAIR decides to conduct a procurement as a result of your submissions, a separate pre-award synopsis of that procurement will be posted to FEDBIZZOPPS.
