Description
This is a Source Selection Best Value Solicitation to provide for a Multiple Award Design Build Construction Contract to provide for a wide range of construction, demolition, repair, renovation, renewal, and alterations of various medically related facilities, including but not limited to Navy and Marine Corps Medical, Dental, Veterinary, and Health facilities within the Naval Facilities Engineering Command (NAVFAC) Area of Responsibility (AOR) and Worldwide. Although the main intent of this solicitation will be for projects within CONUS, work may be required and performed on any BUMED Facility worldwide. The Contractor(s) may also be tasked with providing the work as described herein to any Department of Defense or other Federal agency activity. The resulting contracts will cover a wide range of general construction services including but not limited to, new construction, demolition, repair, renovation, renewal, and alterations of medical, dental, veterinary, and health facilities, hospitals, laboratories, and any of their support facilities or infrastructure which may include civil, structural, mechanical, electrical, communication systems; installation of new or extensions to existing high voltage electrical distribution systems, extensions to the existing high pressure steam distribution systems, extensions to the potable water distribution systems, extensions to the sanitary sewer systems, additional storm water control systems; painting, removal of asbestos materials and lead paint, and incidental related work. Work will often occur in functioning medical and dental facilities which must maintain operations during construction. Work may include design and installation of specialized medical equipment and support systems including medical gasses, dental air and evacuation, and laboratories. Task orders issued under this MACC will be design-build or design-bid-build. Task orders will utilize procedures outlined in FAR Part 16.5. Types of buildings and facilities include hospitals, medical and dental clinics, laboratories, research facilities, veterinary clinics, drug dispensing facilities, etc.. Projects must be done in accordance with Federal, DoD and Navy criteria including Unified Facility Criteria (UFC) for Medical Facilities (UFC 4-510-01), DoD Minimum Antiterrorism Standards for Buildings (UFC 4-01-01) and Energy Conservation (UFC 3-400-01). A maximum of four (4) indefinite delivery, indefinite quantity, (IDIQ) Design/Build Multiple Award Construction Contracts will be awarded as a result of this solicitation. Each contract is for a base year and four (4) one-year option periods. The combined maximum value of all the contracts is $100,000,000; however, the estimated construction cost for each project ranges between $200,000 and $10,000,000. Future task orders will be competed among the awarded contracts. The government guarantees an award amount of $10,000 to each successful offeror over the full term of the contract. There will be one (1) Design Build Seed Project included in this solicitation. Design Build Special Project RM003-09, Restore Building Systems, Bldg 3230 Dental Clinic, Navy Base San Diego (NBSD). The project includes restorations and modernization of existing spaces in B-3230 for the Dental Clinic at Naval Base San Diego (NBSD) to provide the most economical and beneficial Dental Clinic for mission essential groups at NBSD. The project includes the restoration and modernization of: interior partitions and doors; walls, flooring and ceiling finished; elevators, plumbing, domestic water supply, sanitary waste and ventilation system, plumbing equipment and special plumbing systems, HVAC, cooling generating system, distribution systems, terminal and package units, controls and instrumentation, system testing and balancing and special mechanical systems, fire alarms, sprinklers, standpipe systems and equipment and other lighting and branch wiring, grounding systems, fire alarm systems, television systems, security systems and other communications and alarm systems and hazardous waste abatement. The estimated target award amount for seed project 0001 is $7M. The approximate Solicitation Release Date is 7 May 2010. This solicitation will be available in electronic format only. The official access to the solicitation is via the Internet at https://www.neco.navy.mil/. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online website. Only registered contractors will be notified by email when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
