- Q&A *RECOVERY* The USDA - Forest Service intends to award a Firm Fixed price Contract for the following project: Pre-construction, demolition, and reconstruction of one existing toilet site and pre-construction and reconstruction of one new toilet site located at Sarah’s Creek Campground. A detailed description of requirements is included in the attached statement of work. (1) This is a combined synopsis/solicitation. This announcement is the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) This solicitation is issued as a request for proposal (RFP). (3) Applicable clauses and provisions are attached. (4) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at http://orca.bpn.gov. (5) This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report at www.federalreporting.gov. (6) This solicitation is being issued as Unrestricted. The NAICS code for this requirement is 237990, and the small business size standard is $33.5M. To be eligible for award, registration in the Centralized Contractor Registration Database is mandatory. (7) Period of Performance shall be for a total contract time of 90 days. (8) This solicitation is being issued under Davis Bacon Wage Rates. The applicable rates are attached. (9) The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors are attached. (10) A pre-bid site visit is scheduled for 31 March 2010, 1000 EST at Sarah’s Creek Campground, located in the Northeastern corner of Rabun County. From Clayton, go east on Warwoman Road (Ga. Hwy. 28) for 11.6 miles. Turn left (North) on paved Forest Service Road 157. This road turns to gravel and the camping area is about 2 miles on the left. Meet at Campsite #5, located before the first creek crossing. (11) Questions regarding this solicitation must be received no later than 1600 EST 7 April 2010. Answers will be provided no later than 1600 EST 9 April 2010. (12) Quotes should be submitted using the Schedule of Items (SOI) form attached, and must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFP will be published on this website. Therefore, it is the Offeror’s responsibility to visit this website frequently for updates on this procurement. The resulting contract will be a firm fixed price contract. (13) Quote/Offers are due on or before 1600 EST 26 April 2010. Late quotes/offers will not be considered. Quotes/offers received after date set for receipt of quotes will be rejected.
