- Arcata Associates, Inc. has a requirement for two (2) each PPCM30-100Tab2. PCIAll-in-One PCM Board; 30 Mbps, with IRIG Time Upgrade. One (1) each OMEGA-SERV. Omega S/WManager for Real-Time Data Server Platform. One (1) each PSIM-200-001. ProgrammableDual-Stream PCM Simulator, IRIG B Output.Arcata Associates, Inc. intends to purchase the items from Wyle Laboratories, Inc.Telemetry and Data Systems at 44417 Pecan Court, California, MD 20619.Wyle Laboratories, Inc. is the only known responsible source which is capable ofsatisfying the agency's unique need for the following reasons:a.Wyle Telemetry and Data Systems Division developed the Omega software and thetelemetry front-end system (hardware) to which it interfaces. Wyle Telemetry and DataSystems Division possesses the detailed knowledge for all aspects of the telemetryfront-end system and the proprietary data file formats, which is unavailable to anotherfirm. Wyle Telemetry and Data Systems Division owns the unique detailed designinformation and has personnel with the knowledge and ability to interface to thetelemetry data system files and to perform the processing necessary. The personnel anddesign information are critical in implementing the required capabilities.b.Wyle Telemetry and Data Systems Division, as the sole producer of the Omegasoftware and hardware has the unique capabilities required to produce this solution. Dueto the proprietary nature of the intellectual property, Wyle Telemetry and Data SystemsDivision is the only firm that can provide these required services and materials. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon 4/26/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
