Executive Officer RFP No. 669-10-00015 ISSUANCE DATE: April 7, 2010 CLOSING DATE: May 6, 2010 SUBJECT: Solicitation for Personal Services Contractor (PSC) - Executive Officer, USAID/Liberia To All Interested Applicants: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals (Standard Form 171's or 612's) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information and delivered to the undersigned in Monrovia, Liberia at the place and by the time specified. Email submissions shall be sent to: sbrowne@usaid.gov. Applications, which shall include salary history for the prior three years and the names and contact points (telephone/fax numbers, email addresses) for at least two references with knowledge of the applicant's prior work skills) may be faxed, mailed, emailed, or hand-carried to the undersigned. To ensure delivery by the due date it is recommended that applications be sent in as email attachments. If an applicant does not have ready access to a Form 171 or 612, the same information may be initially submitted in resume form so long as the items stated earlier in this paragraph are provided. SOLICITATION NO.: 669-10-00015 •2. ISSUANCE DATE: April 7, 2010 3. CLOSING DATE/TIME FOR RECEIPT OF APPLICATIONS: April 26, 2010 (5.30pm Liberia Time/1:30pm Washington, DC time) 4. POSITION TITLE: Executive Officer 5. MARKET VALUE: GS-15. Final compensation will be negotiated within the listed market value based upon the candidate's past salary, and educational background, work history and qualifications. This position is taxable; incumbent will be required to pay US Taxes. NOTE : Experience and education which exceed the requirements set forth in the position description but which are not directly related to or required in the performance of expected duties WILL NOT BE CONSIDERED AS JUSTIFICATION FOR UPGRADING THE POSITION OR DESIGNATED SALARY AS SET BY THE CONTRACTING OFFICER. 6. PERIOD OF PERFORMANCE: Employment shall be through an USAID personal services contract for an initial period of one year with an option to extend the contract in yearly increments for up to an additional one year. This Personal Services Contract is subject to the availability of funds. 7. PLACE OF PERFORMANCE: Monrovia, Liberia 8. STATEMENT OF WORK A. DUTIES AND RESPONSIBILITIES OF THE POSITION The contractor, under the direct supervision of the USAID Deputy Mission Director, or his/her designee shall be responsible for managing the full range of EXO services at USAID/Liberia. The contractor shall: In accordance with AID policy (Automated Directives System 527) the Executive Officer serves as the principal advisor to the Mission Director and mission staff with full responsibility for providing leadership, advice and staff support in the administrative management functional areas of: management analysis; office services management; budget planning, formulation and control; procurement of services, supplies, equipment and facilities; property and supply management; personnel management and services; transportation; and participant training; and communication resources. In this capacity is tasked with developing innovative methods for providing improved administrative and logistical support services. The Executive Officer is the focal point and is responsible for ensuring that adequate management and logistical support is provided for all mission administrative services. The Executive Officer: Plans, directs, and administers the management functions of the mission including supervising Executive Office staff; Develops, interprets, and ensures implementation of administrative management policies, regulations, and procedures; Formulates, interprets, and communicates long-range principles, policies, and objectives for administrative services programs. Serves as a key communicator of new administrative policies and procedures. Ensures successful implementation of large-scale administrative, Human Resources, and organizational changes. Prepares workforce planning scenarios based on various budget scenarios; Works with implementing partners to ensure an orderly close-out of their activities, particularly as they dispose of USG purchased property; Provides policy advice and guidance on the management and support functions and services required for effective program implementation; Participates in project planning and review to evaluate administrative support implications, feasibility, projected costs, and drafting or advising on appropriate administrative support budgets; Provides expert advice to the Director on the support services required by AID that are provided under the consolidated services arrangement under ICASS and monitors the adequacy of such services in terms of quality and quantity. Act as the advisor to the Director on what actions are required to ensure compliance with the ICASS agreements; Works on Consolidation of Services Plan for co-location; Advises and supports the Mission Director on the full range of personnel matters, including development and implementation of appropriate personnel procedures and workout planning. Analyzes mission management requirements and develops the operating expense and administrative program support budgets for the mission. Directs the administration of the operating expense budget and administrative portion of the program support budget to ensure prompt and legal obligation of funds; Serves on Post Boards and Committees as required including the Joint Awards Program, ICASS Council, Housing Board, etc.; Administers the mission security program under the guidance of the RSO; Manages the following functional areas: general services, supply and property management, contract services and contract administration, procurement, communications and records management, management analysis, security, computer systems and USAID mail room. B. SUPERVISORY CONTROLS The contractor reports directly to the Deputy Mission Director, USAID/Liberia C. SUPERVISION/OVERSIGHT OVER OTHERS Supervises and mentors: Computer Center Human Resources General Services Financial Management Communications and Records Contracts and Purchasing Motorpool 9. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. 10. WORK ENVIRONMENT Work is primarily performed in an office setting. 11. QUALIFICATIONS AND SKILLS •A. EDUCATION AND EXPERIENCE REQUIRED FOR THE POSITION The minimum educational requirement is Bachelors degree in business administration, public administration or related field is required. Additional work experience may be considered in lieu thereof. An MBA or related degree is desirable. USAID training courses (Acquisition and Contracting and Grants and Assistance) preferred. Candidates must possess seven to ten years of relevant overseas experience, with the USG or large organization required. USAID experience preferred. •- Candidates must have good working knowledge of sound administrative policies and programming is essential. Demonstrated ability to develop innovative solutions to provision of administrative and logistical support services. Proficiency in apply policy and regulations and developing budgets. •- Candidates must possess demonstrated ability to work within a team framework and positive interpersonal skills as well as an ability to work independently with minimal supervision is required. Cultural sensitivity, previous management, supervisory and staff development skills are required. B. ADDITIONAL FACTORS USAID Liberia will consider issues such as conflict of interest, nepotism, budget implications, visa status and whether candidates have a work permit in determining successful candidacy. When equally qualified, American Family Members (American Family Members are defined as adult dependents of U.S. Government employees) will be given first preference. 14.
