- This notice is for Recovery Act Project 561-09-102 HVAC and Plumbing Building 1 (Steam) at the East Orange Campus of the VA New Jersey Healthcare System. This shall be a Service Disabled Veteran Owned Small Business Set Aside (SDVOSB). As a result, only SDVOSBs may submit a bid which will be considered by the agency. This project is classified under the NAICS code 236220 and has a size standard of $33.5 Million. The base bid range for this project is $2,000,000.00 - $5,000,000.00. All work shall be in strict accordance with contact drawings and specifications - all work to be completed in 365 calendar days from the notice to proceed. The work for this requirement consists of, but is not limited to: Item I, Replace/Provide Isolation Valves on Steam Risers: Work includes limited piping removals at base of steam risers, isolation valves for steam supply piping and steam condensate return piping, piping insulation, steam traps at base of steam supply risers, additional piping and certain other items as required for a complete installation; Item II, Replace Steam Piping in Crawl Spaces: Work includes removal of existing steam supply piping and steam condensate return piping, removal of existing hangers and supports, steam supply piping, steam condensate return piping, valves and fittings as noted and/or required, pipe insulation, hangers and supports; Item III, Replace Steam Piping on Basement Level C: Work includes removal of existing steam supply piping and steam condensate return piping, removal of existing hangers and supports, steam supply piping, steam condensate return piping, valves and fittings as noted and/or required, pipe insulation, hangers and supports. Contractor shall field verify existing piping and shall include an allowance in bid for field investigation; Item IV, Provide Flash Tanks and Condensate Receivers: Work includes removal of steam condensate receivers, removal of pressure powered pumps, removal of steam supply piping, removal of steam condensate return piping, removal of hangers and supports, steam flash tanks, condensate receivers, steam supply piping, steam condensate return piping, piping and equipment insulation, hangers and supports; Item V, Replace Section of 10 inch Building Sewer: Work includes rental of temporary sewage pump and basin, electrical work, removal of 10 inch bld. sewer section and miscellaneous connecting piping, temporary sewer piping, 10 inch sewer pipe and miscellaneous connecting piping. All other details and information shall be contained in the solicitation which shall be posted on http://www.fedbizopps.gov/. The solicitation will be released on or about April 5, 2010. The bid submittal address, date, and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered in http://www.ccr.gov, http://www.vip.vetbiz.gov/ and https://orca.bpn.gov.
