Description
RECOVERY - Task Order Notification THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROGRAM. This opportunity is available only to contractors under the Centers for Disease Control and Prevention (CDC) Indefinite Delivery Indefinite Quantity (IDIQ) awardees from solicitation 2008-N-09699. The awardees were: ABT (200-2008-27954), Battelle (200-2008-27956), Macro 200-2008-27957), RTI (200-2008-27958), SAIC (200-2008-27959), and Westat (200-2008-27960). Project Title: Comparing the Effectiveness of Traditional Evidence-Based Tobacco Cessation Interventions to Newer and Innovative Interventions Used by Comprehensive Cancer Control Programs. This procurement is to support the development and implementation of a research protocol to: (1) define the most effective strategies to promote tobacco quitline use, and (2) compare the effectiveness of evidence-based traditional quitline interventions, newer web-based cessation interventions, and both interventions together on tobacco cessation. This will include providing an assessment of appropriate study populations representative of quitline users, defining the sampling frame in each participating state, describing existing traditional and innovative strategies in identified comprehensive cancer control (CCC) programs to promote calls to the quitline, describing existing traditional and innovative quitline cessation strategies, collecting and assessing available instruments to measure the variables of interest, designing a study protocol which includes a well-designed evaluation plan to measure study success, designing and implementing two (2) new study survey instruments (i.e., a baseline survey to determine how respondents learned of the quitlines and a 7-month follow-up survey of the same respondents to determine quit rates), and describing which interventions led to quitting. The overall outcomes of interest include (1) identifying successful interventions to promote quitline use and (2) increasing quit rates among quitline users who have been exposed to traditional and innovative quitline interventions. Potential population sources must be identifiable within quitline registries, must be representative of the quitline population in each participating state, and must be diverse with respect to age, gender, race, ethnicity, and income in the selected participating states. There will be six (6) stages of this study. Activities under this task order contract will be conducted using Comparative Effectiveness Research ARRA funds and, as such, special reporting requirements are in place as well as an assessment of evaluation measures. This is not a request for competitive proposals, nor is a solicitation available. Period of Performance: The period of performance shall be date of award through September 30, 2013.
