- The Defense Supply Center Philadelphia (DSCP) is an Inventory Control Point (ICP) of the Defense Logistics Agency (DLA), and is a combat support activity whose objective is to continue, and to expand, its use of unique and innovative approaches for providing focused logistics support for its military and federal customers, as well as other authorized customers, for their Commercial Tent and Shelter requirements. Proposals are being solicited for tailored logistics packages that, to the maximum practicable extent, will employ the techniques, advantages and economies of commercial business practices to reduce the total logistics cost to DSCP and its customers, and to provide rapid response, direct vendor delivery, advanced distribution, material management, total asset/in transit visibility, and information fusion, in response to, and in satisfaction of, DSCP's customers' demands. Therefore, to the maximum extent practicable, the contract(s) resulting from this solicitation will integrate the business practices of the commercial and military supply distribution systems. Tailored Logistics Support through this program will acquire a full line of logistic support of tent and shelter equipment of military installations, federal agencies, state and local governments, and other authorized customers located worldwide. The solicitation will encompass a wide spectrum of commercial tent and shelter equipment. Products are mobile, non-permanent shelters and soft-sided tents which can be readily assembled and disassembled in the field for troop movement. In addition to tents and shelters, this requirement also includes accessories related to the set-up, repair and replacement, habitability, and field movement and deployment of those tents and shelters. Examples of such accessories include, but are not limited to, lighting equipment and combination storage/power generation/environment control trailers. The related accessories are generally categorized as commercial off-the-shelf (COTS) items. TLS vendors can be defined as the designation of a single source of supply for a wide variety of products, which are provided on a customer direct basis throughout the world. Prospective offerors must have Electronic Data Interchange (EDI) capability, and must be able to link electronically to DSCP via ANSI X12 EDI transactions: (i.e. 855, 810, &856) in order to receive/send orders and other information, such as monthly usage and sales data. The subject solicitation will be issued as a100% Total Small Business Set-Aside with the resulting contract issued as an Indefinite Quantity Contact. The contract will have a base period of one (1) year, with three (3) one-year option periods, for a maximum contract length of four (4) years. A trade off process will be used in source selection, in which the technical proposal will be considered more important than price. Solicitation SPM8EJ-10-R-0006 is expected to be issued in April with an expected closing date in June.
