Description
This is a sources sought notice for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize this information provided only to develop the acquisition strategy for future requirements. The Joint Munitions Command(JMC) Rock Island, IL is seeking potential firms for a new requirement. This requirement is for students provided by a contractor to provide support to the JMC workforce using Enterprise Resource Planning (ERP) Systems which will be central to the JMC business processes. Students will assist in a Support Center, and will be available to support ERP users throughout the JMC organization. The support center will be comprised of business process, expert users and technical/SAP experts. Together these skill sets will provide immediate support for ERP users throughout the HQ JMC. The Support Center will operate similar to a help desk and will answer customer questions on a call-in basis, and/or will be required to physically go to a customers desk to assist them with ERP and other business systems use. Some students may be required to work side by side with JMC employees using ERP systems. The two ERP Systems that require contracted students to support to the Support Center are the Logistics Modernization Program(LMP) and the General Fund Enterprise Business System(GFEBS). LMP is an Enterprise Resource Planning (ERP) system on a SAP platform and GFEBS is a web-based financial, asset and accounting management system also on a SAP platform. The contractor will provide students to support the help desk and ERP users throughout the organization. The requirement will be for the period of 1 year, with 4 option years. Students will become well-versed in the JMC logistics business processes and the ERP systems used. Considering a learning curve, the students will assist customers on a one on one basis. Core hours of operation are 0600 1700, M F. Current requirement is approximately 30 students, resulting in full-time equivalent work years of 15. Each student will be required to work a minimum of 15 hours; a maximum of 40 hours per week. They must be in a student status, and expected to remain in a student status for at least the period of the contract. The following identifies the ideas requirements for the staffing of this contract and intent. " Students must be attending an accredited college or university within 30 miles of the Rock Island Arsenal. " Students must be in an undergraduate or graduate program, working toward a Business, IT, Supply Chain Management, MIS, Finance, Accounting, or Systems Analysis degree. Related degree programs are also acceptable. " Students must possess strong analytical and customer-service skills. " Students must be available and willing to staff the support center as described above. Interested parties must include a capability statement as well as point of contract who can provide information as requested. To be considered in the development of the acquisition strategy for these services, information must be submitted by close of business 23 April 2010.
