- This pre-solicitation notice is NOT a Request for Quotations. The RFQ will be released on a later date. This procurement is being released as a 100% small business set-aside under NAICS Code 336411. The Fleet Readiness Center-East (FRC-East), Cherry Point, NC has a requirement for Engineering support services on a continuing basis in support of the Industrial Production Planning Division. This effort requires a contractor with the unique and specialized combination of personnel who have extensive experience working at a Fleet Readiness Center facility, or private sector equivalent industrial overhaul and repair facility, and are familiar with the peculiarities inherent to the operations. Tasks will be a full range of in-service engineering technician support of the following functions: Equipment Planning and Engineering Support, Facilities Planning and Engineering Support, Facilities/Utilities Engineering Support, Electrical/Equipment Engineering Support, and General Industrial Engineering Support Services.These functions are part of the FRC East production processes for the complete overhaul, repair and major modification of assigned DoD aircraft, engines and components. The contractor shall provide the required level of experience and qualifications to support these requirements. The type and level of detail support will vary depending upon requirements and the scope of each task order issued. Task Orders will be issued under this contract in accordance with the Performance Based Work Statement, to be included in the upcoming RFQ.The FRC-East is a Naval aviation maintenance and repair depot owned and operated by the Department of Defense (DoD) and staffed with civilian and military employees. The FRC-East overhauls and repairs designated airframes, engines, and components and provides field teams and manufacturing, engineering, and logistics support services. The facility is located in Eastern North Carolina adjacent to the town of Havelock.A competitive base year with four (4) option years Requirements contract with Fixed Price labor and Fixed Price not-to-exceed Travel Contract Line Item Numbers (CLINs) is proposed to support this requirement.
