I. RECEPTION AIRFIELD FACILITIES, NAVAL STATION ROTA; ROTA, SPAIN This pre-solicitation notice was previously issued under solicitation number "N3319110R0214". Solicitation number "N3319110R0214" was changed to "N3319110R0203". Please reference "N3319110R0203" on all future correspondence in reference to this solicitation. A site visit/pre-solicitation conference will be held on or about 6 MAY 2010 at the Naval Station Rota; Rota, Spain. Description of Services: (Previously posted on 23 MARCH 2010) Pre-solicitation Notice for Reception Airfield Facilities; Rota, SpainSolicitation Number: N33191-10-R-0203NAICS Code: 236220; SIC Code: 1541Place of Performance: Rota, SpainPrimary Point of Contact: Neil Gilligan, Contract Specialist; neil.gilligan@eu.navy.milAlternate Point of Contact: Mark Snell, Contracting Officer; mark.snell@eu.navy.mil DescriptionNaval Facilities Engineering Command, Europe Africa and Southwest Asia (NAVFAC EURAFSWA) intends to conduct a competitive procurement for a contractor to construct an Air Cargo Facility consisting of a space for an Air Cargo Terminal, hazardous cargo storage, fleet services storage and air cargo terminal administrative spaces. Facility construction will be concrete and/or a structural steel frame building with masonry and insulated metal wall panels. Fleet services and support spaces will be heated and cooled and include information systems. Salt tracks will be provided around the facility perimeter. Facility includes two dock levelers on loading docks. Fire protection includes in-rack sprinkler systems in all high stack storage areas. Pavement for the air cargo laydown area, material handling equipment parking, K-loader parking and high line loading area are included. Construction of a new Material Handling Equipment (MHE) Maintenance facility attached to Air Cargo. Facility construction will be concrete and/or structural steel frame building with insulated metal walls panels. Facility does not require heating and cooling. Facility includes drive through bay for loader which requires concrete pavement for entrance and exit. Construction of a Consolidated Hazardous Material Reuse and Inventory Management Program (CHRIMP) facility including hazardous material storage. Facility will be a pre-engineered metal building with electrical and mechanical utilities, fire protection systems, security and communication systems and information systems. Force protection measures will comply with European Command (EUCOM) and DoD construction standards for a low level of protection and for the EUCOM Baseline IED (improvised explosive device). The administrative portion of Air Cargo is considered "inhabited" and will meet the 25 M AT/FP setback requirement. Building will also comply with Spanish and US seismic, fire and life safety and ventilation criteria. Demolition of 8 buildings ranging from 78 sq M to 2015 sq M. Spanish Certificate of Classification requirements must be met to qualify for award. This project is Leadership in Energy and Environment Design (LEED) SILVER designed which is compliant with current environmental and energy conservation efforts. The magnitude of this project is more than $10,000,000.00. (See DFARS 236.204) NAVFAC EURAFSWA plans to award one (1) firm fixed priced contract (FFP). It is anticipated that the subject contract will be awarded using FAR 15 "Best Value Procedures." Offerors must be registered in the Central Contractor Registration (CCR) database prior to proposal submission. Offerors may obtain information on registration requirements via the internet at http://www.ccr.gov. The offeror is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the government's reliance on any inaccurate or incomplete data. The Request for Proposal and its attached documents is expected to be posted to the EuroNECO website under Solicitation Number N33191-10-R-0214 on or about the beginning of April. III.
