Description
Description of Desired Capabilities The Department of the Air Force, Space and Missile Systems Center (SMC) Developmental Planning Directorate (XR) intends to issue a sole source contract to MDA Information Systems, Inc. based on an unsolicited proposal. This contract will be for concept maturation and risk reduction of a proprietary technology that is applicable to a future wireless SAR system. The estimated value of this study is $200,000.00. The following capabilities shall be provided in support of SMC/XRD's risk reduction and concept maturation for a wireless SAR system that entails a lower development, integration and test architecture that is applicable to a future space-based SAR system. The effort should meet the following activities: 1. An Electronically Steerable Array (ESA) SAR antenna architecture that dramatically reduces spacecraft bus power supply requirements (deployable solar array power generation, centralized battery power storage) through a distributed payload power generation and storage architecture. 2. Self-powered, independent transmit/receive modules configured in a two-dimensional active phased array antenna with wireless connections to the bus-mounted radar receiver/exciter electronics, thus eliminating complex, heavy power and RF cable networks in the antenna. 3. Light weight active phased array antenna structure utilizing high TRL solar array structures, hinges, launch locks and deployment mechanism\s. 4. Demonstrate the ability to actively measure antenna position and shape and implement the required real-time phase compensation for light weight, non-rigid antenna architectures. To accomplish program objectives and meet near-term program milestones, Offerors must be intimately familiar with space based Electronically Steerable Array (ESA) SAR systems and have in place the ability to implement the above capabilities upon award. Statement of Capabilities Any interested Offeror who is capable of meeting the Government's requirements detailed in this notice must submit a Statement of Capabilities and Qualifications Statement to the technical and contracting POCs listed below by 1700 PST on 23 April 2010. Responses are limited to seven (7) pages. The capability and qualifications statement will be evaluated solely for the purpose of determining the offeror's ability to meet the Government's needs described above and schedule. Oral communications are not acceptable in response to this notice. Responses from small business and small, disadvantaged business firms are welcome. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. A determination not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government.
