- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3C3MS0069A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 611710 with a size standard not to exceed $7.0 million (U.S.). (v) See Attachment 1, Request for Quotation (RFQ) for information concerning the contract line item numbers and items, description of services, dates and place of delivery. (vi) See Attachment 2, Performance Work Statement (PWS), for description of requirements. (vii) Performance is to be completed 01 May 2010 through 30 September 2010, with one option year. Evaluation of the option year price shall not obligate the Government to exercise the option. Place of performance is Minot AFB, ND 58705. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. This is a Lowest Price Technically Acceptable (LTPA) solicitation, which is best value resulting from selection of the technically acceptable quote with the lowest evaluated price. Technical acceptance will be evaluated on a pass/fail basis. In order to be considered technically acceptable, the Offeror must have successfully completed two (2) contracts of similar size and nature within the last three (3) years. (Offeror shall complete Attachment 3 and submit with offer.) Similar size and nature is defined as: minimum value of $25,000.00 annually and be actively engaged as a contractor, either prime or subcontractor, performing services as defined by the NAICS Code 611710. (x) The Government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on Best Value to the Government. (xi) Offerors are reminded to complete Offeror Representations and Certifications on-line at www.bpn.gov prior to submitting an offer. (xii) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xiii) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.219-6, 52.219-28, 52.222-3, 19, 21, 26, 36, 41, 42, 43, 50, and 52.232-33. The Service Contract Act of 1965 applies to this acquisition. See Attachment 4 for the applicable Wage Determination. This applicable occupation code for this solicitation is 24620. (xiv) Clauses 52.204-7, 52.204-9, 52.217-8, 52.217-9, 52.223-5, 52.225-13, 52.232-1, 52.232-18, 52.323-8, 52.247-34, 52.252-2, 52.253-1, 252.204-7003, 252.204-7004 Alt A, 252.212-7001, 252.223-7006, 252.232-7003, 252.225-7001, 5352.201-9101, 5352.223-9001, 5352.242-9000, and 5352.242-9001 apply to this acquisition. (xv) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xvi) All Offerors must submit a quote by 4:00 pm Central Standard Time on Monday, 12 April 2010. Quotes received after that time may not be considered.
