Description
The Library of Congress/FEDLINK intends to issue a Request for Proposal (RFP) for the acquisition of and access to Commercial Off-The-Shelf (COTS) Web-based Foreign Language Courseware for the FEDLINK program. FEDLINK is a nationwide interagency consortium sponsored by the Library of Congress (LC or The Library) through its Federal Library and Information Center Committee (FLICC). FEDLINK offers federal libraries, information centers and other federal activities information retrieval and library support services to help them fulfill their crucial mission of keeping the Government and the nation informed. Services will be used by federal libraries and information centers worldwide. Products and services purchased under this solicitation shall be for official Government use only. The solicitation is divided into two lots. Vendors must qualify under Lot 1 in order to provide services under Lot 2. The two lots are: (a) Lot 1 - Web-based Foreign Language Courseware The Contractor shall provide a comprehensive and convenient Commercial-Off-The-Shelf Web-based Foreign Language Courseware that is accessible 24 hours a day, 7 days a week and from anywhere world-wide via a web browser. The courseware shall be used to develop general foreign language proficiency and provide a solid foundation in the skills of reading, listening, speaking, and understanding of a foreign language and its culture. (b) Lot 2 - Optional Services. The Contractor may provide foreign language courseware in other formats (hosted, networked, CD-ROM, etc.). However, the Contractor must provide Web-based foreign language courseware in order to meet the requirement of this Agreement. In addition, the Contractor may enhance the courseware learning experience by providing video conferences, chat rooms, email communications, virtual classroom, etc. or offer material that is downloadable for offline study. The RFP #LC10R8000 will be posted on or about March 25, 2010. The anticipated closing date for RFP # LC10R8000 will be on or about April 20, 2010. Vendors are responsible for ensuring that all amendments to the solicitation are received and addressed prior to proposal submission. All proposals shall be submitted in accordance with the instruction provided in Section L of the RFP. All questions shall be submitted in writing and addressed to the Contracting Officer via email as specified. NO TELEPHONE CALLS will be accepted.
