- Amendment 1 to RFP # N02PC95028-69 THE ABOVE NUMBERED REQUEST FOR PROPOSAL (RFP) IS AMENDED AS SET FORTH IN AMENDMENT 1 OF THE RFP. THE SOLICITATION IS NOW OPEN AND THE RFP IS ATTACHED Pre-Solicitation Notice: N02PC95028-69 Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, 6120 Executive Boulevard, Suite 600, Room 6002, Bethesda, MD 20892-7195. Note: This synopsis follows a Sources Sought notice that was released on October 26, 2009 under HHS-NIH-NCI-SBSS-PCPSB-5028-69 Description The Tobacco Control Research Branch in the Division of Cancer Control and Population Sciences (DCCPS), National Cancer Institute (NCI), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to award, through a Competitive 8(a) set-aside, a contract for Tobacco Control Research Branch Scientific and Technical Services Support. The purpose of this project is to provide support services to the Tobacco Control Research Branch in an effort to fulfill its mission to decrease the use of tobacco in the U.S. and the development of tools to assist in the smoking cessation efforts around the country. To perform the requirements of this contract, the Contractor must be able to provide support services that include: 1) writing, editorial, and graphic services for scientific presentations and outreach; 2) data management, tracking, and coordination; 3) coordination of scientific conferences and meetings; 4) development and publication of the tobacco monograph series; 5) liaison and communication assistance; and 6) project management. The Contractor must also have knowledge of the DHHS clearance review process for publications, and comply with Section 508 for all electronic products and services. The proposed acquisition will be an 8(a) small business set-aside with competition for the contracts currently held by DB Consulting Group, Inc. (Contract No. HHSN261200544018C) and American Institutes for Research (Contract # HHSP233200700002T). The NAICS Code is 541990. The NCI intends to award a cost plus fixed fee contract on or about September 2010. The contract will include a five year base and two one-year options. Request for Proposal (RFP) Number N02PC95028-69 will be available on or about March 29, 2010, with a due date for receipt of proposals on or about April 27, 2010. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND AMENDMENTS.
