- Section L Questions and Answers Section M Model Contract Combined Synopsis and Solicitation The Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base (WPAFB) has a requirement for Integrated Scientific and Technology Operations Support. The Integrated Scientific and Technology Operations Support includes, but is not limited to assisting the Air Force Research Laboratory (AFRL) staff in providing and maintaining laboratory infrastructure services including conducting and maintaining security and operational programs for AFRL subject to the authority, direction and control of the AFMC Commander. The services include Continuity Of Operations Plan (COOP) or similar plan management, Administration, Facility Management and Visitor Control, Functional Systems Administration, Information Manage¬ment including the Vital Records Inventory and records management, Knowledge Management, SharePoint and Similar Collaborative Tools Content and Access Maintenance, Security Awareness Training, Security Management and Classified Operations Support, Training Management, Special Project Assistance, Contractor Team Management and Information Technology Engineering Services. The services will be performed within AFRL, primarily in Building 676 and the new Information Technology Center to be built in 2011, but may also be provided during emergencies at other AFRL locations in the Dayton metropolitan area. This effort requires the Prime contractor to have an active Top Secret Facility Clearance on the first day of contract performance. This action will be awarded as an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The base ordering period will be 07 July 2010 through 06 July 2011. There will be four one-year option periods potentially extending the ordering period through 06 July 2015. This competition is restricted to 8(a) small business concerns. All respondents must meet the small business certification requirements under the North American Industry Classification System (NAICS) code 541519, Other Computer Related Services, $25M, as of the date of their proposal and the date of contract award. If any teaming arrangement is proposed, then the certified 8(a) small business must be the prime contractor and perform at least 51% of the work. Please note in the attachment Model Contract # FA8604-10-R-7008, it contains Section L and M as inter-document attachments, however, they are also attached separately to this solicitation for quick review. Please note the attachment Performance Plan is not an official part of the agreement/contract and is subject to unilateral change by the Government. All questions must be submitted to daniel.staloch@wpafb.af.mil by Noon (E.T.) Friday 16 April 2010. Once answered, the question and response will be posted under attachment Questions & Answers. The Government will not be responsible for any bid and proposal cost if no contract is awarded. The current status is released RFP and it is a Category D - Automatic data Processing and Telecom services program. Offerors must submit a hard copy and an electric copy in accordance with Section L.
