- The Government intends to award a firm fixed priced purchase order on a sole source basis to Seismic Micro-Technology Inc, of Houston, TX. As the sole owner of the proprietary 2d/3dpak Advanced software package, Seismic Micro-Technology Inc, is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 13.109-1(b) and statutory authority 41 U.S.C. 253(c)(I), and 6.302-01, 'only one responsible source and no other suppliers or services will satisfy agency requirements.' This notice of intent is neither a request for proposals nor a solicitation of offers.The USGS Geological Discipline requires a software package to perform comprehensive 2d and 3d seismic reflection profile data interpretation. The capabilities must include:'Generate horizons and faults on in-lines, crosslines, arbitrary lines, and slices in both time and depth domains'Auto pick horizons on complex seismic data'Depth conversion of seismic data'Produce seismic-based interpretation maps of sediment thickness'Provide tools to structure and manage projects through user-defined work trees'Edit generated surfaces and grids representing sedimentary thickness'Display borehole and well log information on seismic sections in time or depth 'Import and export 2D seismic data in SEG-Y format'Export sediment thickness measurements for input to geographic information systems'Import geotiff and ESRI shapefiles images into basemap layer'Keyserved license managerThe software must operate in a multi-user, scalable, secure, 32-bit or 64-bit Windows environment running on Microsoft SQL, and optimized for 64-bit operations on quad core systems with 8GB RAM or greater. The Government intends to evaluate and award without discussion on this procurement. Quotes are not being requested and a written solicitation will not be used. FOB: Destination.
