- The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Combined Arms Tactical Trainer (PM CATT), Assistant Program Manager for Close Combat Tactical Trainer (APM CCTT) has a requirement to continue the management and technical support services under the Close Combat Tactical Trainer (CCTT) Post Production Software Support (PPSS) with Kaegan Corporation. The continuation of these services is required while the requirement for Non-personal Technical Support Services for Post Deployment Support Services (PDSS), presolicitation # W900KK-10-R-0001, is being competed and subsequently awarded. This synopsis provides notification of PEO STRIs intent to award a new Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to Kaegan Corporation to continue providing management and technical support services. The anticipated period of performance (PoP) is 1 June 2010 to 30 September 2010 with an estimated value of $2.2M. This continuation of services will be accomplished pursuant to 10 U.S.C. 2304(c)(1) 'Only one responsible source and no other supplies or services will satisfy agency requirements' as implemented by FAR 6.302-1. Not awarding a new IDIQ contract to continue the services would cause serious injury to the Government. This Notice of Intent is not a request for competitive proposals; however, in accordance with FAR 5.207(c)(15)(ii), 'all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.' Any response to this notice must be received by 22 April 2010 and shows clear and convincing evidence that competing the requirement would be advantageous to the Government. A determination by the Government not to compete this effort is solely with the discretion of the Government.
