Description
Statement of Work Question and Answers Request for Quote template This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) # F4D1F10088AC01 Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.ccr.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39 and DFARS Change Notice 20100324. North American Industrial Classification Standard (NAICS) 517110 and Size Standard 1,500 apply to this procurement. Project Number: F4D1F10088AC01 Project Title: Wireless Broadband High Speed Internet 1. Quote shall conform to the CLIN structure as established in this synopsis/solicitation. A quote template is available upon request. 2. Quotes shall be valid for 30 days after close of solicitation. 3. All questions or comments must be provided to the Contract Specialist in writing; telephone and other means of oral communication will not be permitted. The contract will be Firm Fixed Price with the following structure: Include a complete breakdown of all costs: CLIN 0001 Wireless Broadband 1 LOT CLIN 0002 Reoccurring Monthly Service Fees 12 MO estimated POP May 1 2010- April 30 2011 CLIN 1002 Reoccurring Monthly Service Fees 12 MO estimated POP May 1 2011- April 30 2012 Option year 1 CLIN 2002 Reoccurring Monthly Service Fees 12 MO estimated POP May 1 2012- April 30 2013 Option year 2 The following Clauses apply to this award: FAR 52.204-9 Personal Identity Verification of Contractor Personnel FAR 52.202-1: Definitions FAR 52.211-7: Alternatives to Government-Unique Standards FAR 52.212-1: Instruction to Offerors--Commercial Items- ADDENDUM 1. The Contractor shall submit a Technical Approach to installing and successfully operating wireless broadband in the dormitories. 2. A Site visit will be performed and all contractors wishing to bid on this solicitation MUST ATTEND. 3. Contractors shall submit in writing who will be attending the Site Visit NLT 2:00pm PST Friday April 9 2010. 4. All questions must be submitted in writing NLT 2:30pm PST Thursday April 15 2010 to Jessica Nelson, jessica.nelson@vandenberg.af.mil FAR 52.212-2: Evaluation--Commercial Items: ADDENDUM 1. The Proposal shall be evaluated based on Technical Capability, Past Performance, Price, and Best Value. When combined Technical Capability and Past Performance are equal to Price. Technical Capability: The primary evaluation method is technical Capability. The contractor is required to demonstrate their ability to provide high speed internet access capable of supporting up to ten (10) simultaneous users per access router, 350 log-ins and passwords, have a firewall with 95% success rate, and their ability to provide instruction on how to use the wireless internet service. The contractor shall demonstrate their ability to install, operate, and maintain high speed internet access. Past Performance: The Contractor shall be evaluated on Past Performance on similar projects performed within the last 2 years. The Contractor's ability to install, and administer successful wireless service will be the key evaluation. Price: The Contractor will be evaluated based on overall price of providing wireless service. Best Value: In the event that there are multiple contractors with similar attributes, the awarding will be based on best value of the for mentioned criteria. Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
