Description
The Marine Corps Systems Command, Program Manager for Training Systems intends to award a sole source contract under the authority of FAR 6.302 and 603-1 a)(2)(ii) to Saab Training USA, 12633 Challenger Parkway, Orlando, FL 32826 to acquire technical support and expertise for Verification And Validation (V&V) along with upgrade planning, development, management, and use of Force-on-Force (FOF) Instrumented Tactical Engagement Simulation Systems (I-TESS) instrumentation and software for the Precision Gunnery System (PGS) and Tank Weapons Gunnery Simulation System (TWGSS). The contract will be firm fixed priced and is estimated at $5 M. The procurement includes COTS upgrades/enhancements to the current TWGSS and PGS systems that are resident at the Marine Corps Operational Test and Evaluation Activity (MCOTEA). The goal of these upgrades/ enhancements is to assist MCOTEA in conducting a Force-on-Force (FoF) Phase for the Operational Assessment and Initial Operational Test and Evaluation (IOT&E) of the Expeditionary Fighting Vehicle (EFV), Amphibious Assault Vehicle (AAV), Light Armored Vehicle (LAV), and M1A1 Tank. Through this initiative the Marine Corps wants to verify and validate functionality of previously acquired instrumentation hardware and software, and ensure interoperability with the newly acquired USMC I-TESS family of instrumentation.PM TRASYS requires that the PGS and TWGSS hardware and software packages be upgraded and integrated with Saab Training USA's I-TESS system. As the creator of the PGS, TWGSS, and I-TESS systems, Saab Training USA is uniquely qualified to perform these tasks as they are the only source familiar with the hardware and software of all three systems. Additionally, Saab Training USA, being the maintainers of TWGSS and PGS, can provide PM TRASYS with the expertise that will ensure the changes are compatible and complete.
